On Monday 11 March 2013, the National Council of Provinces' Taking Parliament to the People programme, in conjunction with the provincial Department of Human Settlement, handed over two houses to poor families in Carolina.
The building of the houses was initiated following a community meeting hosted by the Chairperson of the NCOP, Mr Mninwa Mahlangu, while visiting the Silobela township in preparation for the programme.
